Because bidding instructions are not relevant to the construction of a building. 

They are administrative items for the procurement of a construction contract.  

They have no relevance to the actual construction.

The key terms are:  Project manual, construction documents, specifications, and instruments of service.

AIA Doc B141, Section 1.3.2 addresses instruments of service. Instruments of service include all the graphic representations, i.e. sketches, models, plans, drawings, that help communicate a project from an idea to a real built project.
