I am about to start taking my ARE tests when they switch to the new 4.0 version in July. I know the material will be the same with a different format so I figure people will be able to respond to this. What order do people recommend for me to start taking the ARE exam? Is there any test that is easier than another, or material that is easier to learn that applies to multiple tests?

What is easy is very subjective. Depends upon your experience, education, training, etc..
I suggest that you take the exam that you most feel comfortable with.
It is always a good feeling to get the "pass" on your first exam, so take the one that you think you can pass.
IMO: If you are fresh out of school, then knock out the structues first. If you are weak on structures, then perhaps try Schematic Design.

I'll second what alomu wrote. We're all different, so what we remember better will be different. I posted my method for determining what was easiest for me in this post: http://www.areforum.org/forums/forum10/52713.html. It's not necessarily the only way to select your order, but it helped me.
Also, here's a couple others that helped me:
