I was reading the IDP Handbook and on page 5 it states "Q.Training Units may be earned only after satisfactory completion of any one of the following: 1.)three years in an NAAB-accredited professional degree program; 2) the third year of a four year pre-professional degree program in architecture accepted for direct entry to a two-year NAAB-accredited professional master’s degree program; 3) one year in an NAAB NAAB-accredited professional master’s degree program following receipt of a non-professional degree;..."

My questions is: If one had a pre-prof degree (B.A. arch studies from libral arts colelge with no masters program attached) and was enrolled in a 3.5 year track NAAB Masters program, when would the start date be?  After the thrid year of the pre-prof degree? or after the first year in the masters program?

If you did a true pre-professional undergrad architecture major then you can start counting after your third year of undergrad.
As far as NCARB is concerned the test of whether it is a true architecture major seems to be whether grads of your undergrad program ever get accepted with advanced standing at any M.Arch programs.
For practical purposes: if your architecture major had 3 years of studios then it probably counts. If not then it may not, in which case you can't count any experience until after your first year of the master.

The requirements listed are NCARB's requirements.

Some states have different (lesser) requirements than NCARB but require enrollment in IDP in order to document the candidates experience.

IDP is a method for reporting experience.

NCARB and the states can vary regarding the necessary content of that experience.

Meeting NCARB's conent requiments is a pre-requisite for standard NCARB certification.

NCARB's content requirements also meet or exceed the content requirements for all states.

In addition to brudgers' point that some states have lesser requirements, make sure to check whether your state has internship requirements that are MORE stringent than NCARB's.

Some examples:

NY doesn't allow any experience to be counted while you are enrolled as a student more than half-time, and you must earn 3 full years of experience AFTER graduation, regardless of whether you have met all NCARB's IDP requirements earlier.

VT requires that your IDP supervisor be licensed for at least 3 years before serving as your supervisor. NCARB doesn't. So it's possible to satisfy NCARB's IDP requirements working for someone who hasn't been licensed that long, but still not satisfy VT's.

So do be sure to check with your state board for any quirky rules regarding internship that are more stringent than NCARB's.

And remember that if your state has rules that are less stringent than NCARB's you may have trouble with reciprocity later if you don't satisfy NCARB's rules. Even if you apply for reciprocity in a state that doesn't require certification, you don't have a bound NCARB record until you meet all of NCARB's own rules, and a lot of states require a bound record to qualify for reciprocity, even if they don't require NCARB certification.
