| ...passed the exams, got the certificate (license), i am recorded on the state website as having my license so how do i go about getting a stamp? Is it as simple as calling a stamp maker and telling them my state, name and license number? AND, If that's the case, what's to stop a 5 year old from doing the same thing with a bogus stamp number?

| I have the same question. I guess the stamp company would contact the state board to verify the shipping address, right?

You just need to contact a stamp company.
There are some that already have every state's specifications.
Here's one: http://www.engineerseals.com
But if you're using someone smaller/more local who doesn't necessarily do a lot of architect's seals then you may need to take a copy of your state's specs with you.
In some states where the seal is very simple (just some circles and a particular font and size for the name and number, for example) you can make a CAD file yourself and send that to your stamp maker.
And there's no verification done at all - no checking with the state about anything. There's nothing stopping anyone from ordering a bogus stamp - and it does happen very occasionally that such a thing is discovered and makes it to the state board's list of disciplinary proceedings.
