I didn't look at the 4.0 carefully but I think they are the same except new one got arranged differently.

ARE 4.0 is pretty much the same, but reorganized, and with a few changes to graphics. On site grading, you will now have to change grade of existing slab, where in past it remained the same. On mechanical/electrical, there are significantly new lighting requirements that need to be followed. I believe everything else should be the same. Dorfs 3.1 materials should still work fine, though. Just make sure you are learning the concepts behind the problems and you shouldn't have any issue with these relatively minor changes in 4.0.
