When looking for the largest joist/ duct combination.   Are we looking elsewhere on the plan of the particular level? Not just where the section cut is?    And just to be sure  Joist/ duct combination  means they are together. Not the largest joist  from one part of the plan and the largest  duct from another part of the plan.  That seems like the mistake some could easily make

The location of the largest joist/duct combo will more than likely be near the Mechanical Room or supply riser, where the the largest duct is apt to be.....but give a little look around.

now, is it important to hold the bottom of duct to 8" above clg, or should the top of the duct be immediately beneath the joist (assuming the section is not cut at the largest duct/joist combination)?

Yes, ducts should always be directly under the joists.

I think the duct that is at the section cut should be shown and the ceiling fin elev is called out in the program height above fin floor. So there may be more tha 8 inches between the bottom of the duct and ceiling.  But no less
