1) Do we have to duplicate/draw the lower level stair on the second floor plan to comply with graphic standards? Or is the stair simply cut where the cut line is on the run at the south wall?
2) Area of refuge, is the based on all occupancies leading in the stair well from all three levels (L1=110 people, Storage=5, L2=147---> 262), the largest occupancy loading onto the stair well at the level served (110), or other?
2* I assume if there are only 110 loading at the second level, then there would only be one area of refuge?
Also, the lower level landing should read 3'-0" at all stairs. Pls excuse typo.

Yes you are correct about using 110 as the number of people exiting and only needing one AOR.
You do need to show a cut stair from 8'-6" to 3'-0" on the second floor plan though.

2) What if I duplicated the landing?
3) i think the instructions said something about showing a cut stair from ground to a landing, or from landing to landing, right?

3) i think the instructions said something about showing a cut stair from ground to a landing, or from landing to landing, right? This means you have to show it the full length, not just the length of the cut so it can porperly calculate the riser or tread depth based on the elevations at each end.
If you can see the full stair from the second floor, then draw it all the way down to where it meets the lower landing, then draw the lower landing on the lower floor. Youd could also draw the entire stair on the second floor level. BUT if you cut the stair, you need to show it on both floors.
Is it fatal? Maybe. It depends on what the grading computer is looking for. We don't know. Hopefully it can read your intent since you have the stair on the lower level with the correct elevations noted at each end.

1st, if you cut the stair, should not your 2nd floor show the left of the cut line and you lower level show the right part of the cut line?
I looked at your plan, why the lower level landing is 0'-6"? should not it be 3'-0"? I am lost.
