Missing any meaningful part of the program requirements will probably result in a failing score.
In my opinion, grading has variable solutions but messing up any part of the program is very serious.
Site design has more tolerance since it is a design problem.
The consensus is that you must pass all three parts to pass the exam.

Specifically for the pond setback?
