Default How many reviews does a project get?

It is my understanding that there are typically two reviews conducted (A preliminary review and response and a final review and response). If the project team disagrees with any ruling, they have the option to request an "appeal review". Here are my questions:

Do I understand correctly that basically the leed submittals work kind of like a typical building department submittal. However, you only get one submittal (preliminary review), then if you get corrections/comments, or if more information is requested, then you get to do only one resubmittal in order to resolve the issues (final review). Following the (final) review of the second submittal (resubmittal), you will recieve a response with the final ruling. If the project team disagrees with any ruling from the final review, then they have the option to request an appeal review.

Would this appeal review only apply to the credits or prerequisites that the project team pays $500 each for an appeal?

Is it $500 each individual credit or prerequisite appeal?

Can you appeal more than once if you disagree with the ruling of an appeal (if you pay $500 again)?

Is this process the same if the project team decides to do a "split design and construction review" vs. a "combined design and construction review"?

I thought I remember learning somewhere along the line that if a credit is denied during a design review, then you could make modifications as required and resubmit that credit during the construction review, and hopefully have it awarded following the final construction review. Is this true? If so, then it seems like basically (in a "split submittal") the design review would in essence be the second submittal of a construction review for the credits that are allowed to be submitted during the construction review.

I have heard horror stories from people who have gotten ridiculous corrections (like building departments sometimes give), so I am a little concerned that the appeal process ($500) could be abused and turned into a money maker for someone (at GBCI). Hopefully that is not the case. Anyways, I realize that this is kind of a long post, but any additional clarifications or comments would be greatly appreciated.
